In its 2017 Annual Report to Parliament, The Department of Immigration, Refugees and Citizenship Canada (IRCC) revealed plans for substantial increases in the total number of permanent residents to be admitted to Canada over the next three years. The 2017 target of 300,000 will gradually increase to 340,000 by the year 2020.

A number of programs are planned to increase from 2017 to 2020. Some of the increases include the Federal Business Category (from 500 to 700), the Provincial Nominee Program (from 51,000 to 67,800), and the Humanitarian and other Category (from 3,500 to 4,500). Other planned increases include the Federal High Skilled categories such as the Skilled Worker Program, the Skilled Trades Program and the Canadian Experience Class (from 73,700 to 85,800). The spouses, partners and dependent children category will plan to increase from 64,000 to 70,000.

The report also announced that there are planned decreases in the Caregiver category (from 18,000 to 5,000) and in the Government-Assisted Refugee category (from 25,000 to 10,000).
